Housing stabilization program for low-income residents age 19 and over in Cowichan Valley or moving to the Cowichan Region (Chemainus, Cobble Hill, Cowichan Bay, Crofton, Duncan, Lake Cowichan, Malahat, Mill Bay, Port Renfrew, Shawnigan Lake, and Youbou).
Housing stabilization program for low-income residents age 19 and over in Cowichan Valley or moving to the Cowichan Region (Chemainus, Cobble Hill, Cowichan Bay, Crofton, Duncan, Lake Cowichan, Malahat, Mill Bay, Port Renfrew, Shawnigan Lake, and Youbou). Offers interest-free, repayable loans to eligible renters who are at risk of being evicted, or to those who cannot secure rental accommodation due to short-term financial difficulties. Loan funds can be used for rental arrears, next/first month's rent, security/pet/damage deposits on rental accommodation, or essential utilities (gas, electricity) arrears. If approved, loan funds are paid by cheque issued to the landlord or utility company. Funds are not paid directly to the applicant. Maximum loan amount is $3000 per individual or family towards rent or rent deposits. Loans are repaid in monthly installments and repayment periods range between six months and 36 months. Applicants should complete a pre-assessment form available online or may contact the Rent Bank directly by phone if email access is a barrier. Applicants must have a current bank account; have proof of a regular source of verifiable income which is sufficient to cover usual rent/living expenses; demonstrate the household is within income requirements; not be more than two months in arrears and owing less than $3500 in rent or utilities; be a Canadian citizen, landed immigrant, or permanent resident; have no undischarged bankruptcy; not be able to access any other forms of financial assistance; have two pieces of valid ID, one of which must be government-issued photo ID; and demonstrate that the loan will stabilize their housing situation for 90 plus days. Provides services to assist and support individuals and families who are at imminent risk of losing housing.
Support services include information and referral on housing services, community resources, emergency financial aid, and tenancy issues; service offered via email, phone, and in-person drop-ins. Also provides one-on-one housing navigation support with rental search, completing BC Housing registry applications, and assistance with other housing concerns; appointments are required. A utility bank that offers basic energy retrofit supplies, assistance with crisis applications, and energy-efficient coaching to decrease energy costs; available to those who self-identify as Indigenous and are living off of reserve. Also offers food vouchers in the form of grocery cards for eligible recipients. The Cowichan Rent Bank, listed independently, is also a part of this program. Office hours are 9 am to 12 noon and 1 pm to 4 pm Monday to Thursday. Funded by United Way BC through Government of Canada's Reaching Home: Canada's Homelessness Strategy, and by BC Rent Bank.
