Representative for Children and Youth (RCY)

Independent officer of the BC legislature who champions the fundamental rights of children and youth from birth to 19 years of age in BC, and young adults age 19 up to age 24 who are eligible for or on an Agreement with Young Adults (AYA), eligible for or on a provincial post-secondary tuition waiver, or eligible to receive Community Living BC (CLBC) services. Responsibilities include providing information, assistance, support, and advice, teaching young people how to speak up for themselves; advocating directly on behalf of children, youth, and young adults when necessary; monitoring services provided to children and youth; and protecting their rights. Also promotes improvements in the delivery of services to children, youth, and their families. To connect with an advocate, individuals can phone or email. Children, youth, and young adults up to age 27 can also text (778-404-7161) or chat online during office hours. Information shared is confidential unless the individual or someone else is in immediate danger. Conducts research to help improve results in the areas of safety, health, education, and well-being of vulnerable children. Concerned with the well-being of young people in government care, such as those in foster homes, group homes, or youth custody. Provides oversight to Ministry of Children and Family Development (MCFD), and reviews and reports publicly on all critical injuries or deaths of children and youth in the care of government. Serves BC. Office hours are 8:30 am to 4:30 pm Monday to Friday.
