ICBC Driver Licensing Offices

Provides driver licensing services, including knowledge tests and road tests, renewals, updates, and replacements of driver licenses, delivers programs and campaigns on road safety issues such as impaired driving, senior drivers, speeding, auto crime, fraud, and pedestrian and vehicle safety; website has information and tips. Also collects fines on behalf of the provincial government; see website for details about payment options including online, by phone, in person, and by mail. Also issues BC Services Cards and BC Identification (BCID) cards. The BC Identification (BCID) card is picture ID available to BC residents ages 12 and over; see website for application details. Also issues the BC Services Card, an identification card with enhanced security features that enables BC residents to access Medical Services Plan (MSP) benefits, and access services that need photo ID. The services card can be combined with a BC driver's licence. Eligible adults 19 and older who currently have a CareCard can get a BC Services Card when they enroll in MSP, or when they renew their driver’s licence or BCID. There is no fee for a BC Services Card, though driver's licence fees still apply to BC Services Card combined with a driver's licence. Phone hours are 8 am to 6 pm Monday to Friday, and 9 am to 5 pm Saturdays; callback service is available.
