PharmaCare

Assists people who live in BC in paying for medications prescribed by a physician, pharmacist, dentist, midwife, nurse practitioner, optometrist, podiatrist; some medical devices and supplies; and pharmacy services. Most drugs prescribed by a physician, dentist, midwife, nurse practitioner, optometrist or podiatrist, licensed and practising in BC including many contraceptives; diabetes supplies; ostomy supplies; prostheses and orthoses; nicotine replacement therapy and smoking cessation prescription drugs; medications for medical assistance in dying (MAiD); Paxlovid to treat COVID-19 in qualifying patients; treatments for opioid use disorder; some pharmacy services, such as pharmacist assessment and prescribing for minor ailments and contraception, medication reviews for most BC residents taking five or more medications, prescription renewals or adaptations, and publicly funded vaccines. Also covers on a case-by-case basis, last resort basis Expensive Drugs for Rare Diseases (EDRD); drugs for rare diseases that have an approximate annual cost of more than $100,000 per patient; to access, patient must obtain application form from their physician. For questions about PharmaCare, customer service representatives are available from 8 am to 8 pm Monday to Friday and 8 am to 4 pm Saturdays.

PharmaNet is a provincewide network linking health professionals to a central data system; dispensed prescriptions are entered in order to improve prescription safety and support prescription claim processing. Program administered by the Ministry of Health.

Plan I (Fair PharmaCare): Assists families in paying for eligible prescription drugs and dispensing fees, and certain medical supplies based on their net income. The lower the family income, the more assistance the government provides toward their prescription drug and medical supply costs. Individuals born in 1940 or earlier qualify for enhanced Fair PharmaCare assistance. Individuals covered under Plan D, G, or P, who require coverage for medication or supplies not included in those plans, should register for Fair PharmaCare, as should their family members.

Plan B (Long-term Care): Covers the full cost of eligible prescription drugs and medical supplies for permanent residents of registered licensed residential care facilities.

Plan C (Income Assistance): Provides 100% coverage of eligible prescription costs for BC residents receiving medical benefits and income assistance through Ministry of Social Development and Poverty Reduction (MSDPR), or in the care of or in an agreement with Ministry of Children and Family Services (MCFD).

Plan D (Cystic Fibrosis): Individuals registered with a provincial cystic fibrosis clinic receive 100% coverage of eligible digestive enzymes purchased at a pharmacy. Additional items such as nutritional supplements and vitamins are not covered under Plan D but may be covered for the individual under another PharmaCare plan.

Plan F (Children in the At Home Program): Provides 100% coverage of eligible prescription drugs and designated medical supplies for children and teens enrolled in Ministry of Children and Family Development's (MCFD) At Home Program.

Plan G (Psychiatric Medications): Provides 100% coverage of certain psychiatric medications to patients of any age who demonstrate clinical and financial need. A physician or practitioner (the precriber) confirms eligibiliyu, together with the local mental health and substance use location or Child and Youth Mental Health team. Includes Methadose (methadone) for maintenance and Suboxone (buprenorphine/naloxone). Coverage is for up to one year and needs to be renewed if further coverage is required.

Plan M (Medication Management): Covers BC residents for eligible medication management services provided by pharmacies, such as clinical services, medication reviews, and publicly funded vaccinations.

Plan P (Palliative Care): Covers 100% of eligible costs of medications to BC residents who have reached the end stage of a life-threatening disease or illness and who wish to receive palliative care at home. Physicians or nurse practitioners submit a registration form to PharmaCare for their patients. The single registration form is used to notify both PharmaCare and the health authority of the patient's eligibility for the benefits.

Plan W (First Nations Health Benefits): Provides 100% coverage of eligible prescription drugs and dipensing fees, some medical devices and supplies, as well as over-the-counter drugs and health products. Funded by the First Nations Health Authority (FNHA).

Plan Z (Assurance Plan): Provides 100% coverage of contraceptives and Mifegymiso, opioid use disorder treatment (OAT), and Medical Assistance in Dying (MAiD) medications to any BC resident with Medical Services Plan (MSP) coverage. Indivduals would present their prescription and Personal Health Number at a pharmacy and pay nothing. Coverage may be available on an exceptional basis to people not yet enrolled in MSP or who do not have a Personal Health Number. A pharmacist can sign them up.
