Energy Conservation Assistance Program

Provides free home energy assessments, products, rebates, and advice to help improve the comfort and efficiency of a home. Products and upgrades for income-qualified households may include air source heat pumps, and home insulation and other weatherization measures. Free portable air conditioners available for individuals who have been referred by Home Care or Mental Health and Substance Use programs. Eligible households have a residential electricity account with BC Hydro, FortisBC, and select municipal electricity service providers. Homeowners living in a detached home, townhome, duplex, or mobile home are eligible to apply; renters may also apply with landlord consent. Proof of income is required for each household member ages 18 and up. See website to apply online; or download application form and submit by mail. Customer service hours are 7 am to 8 pm Monday to Friday, and 9 am to 5 pm Saturday.
