Receiving Agent Program

Provides passport services on the behalf of Immigration, Refugees and Citizenship Canada (IRCC) at Service Canada Centres and Service Canada Scheduled Outreach Sites. Receiving agents accept and review standard passport applications, collect fees, and forward application packages onto Passport Canada for processing. Receiving agents cannot process the following: urgent and express applications, requests for modifications, a child's application if only one of the parents is participating, requests involving a change of name (unless due to a change in relationship status), new applications where a passport is still valid for more than one year, or applications without a guarantor's signature, verbal or written documentation concerning lost/stolen/inaccessible/found passport, or applications for Certificate of Identity or Refugee travel documents for non-Canadians. No additional fees are charged for using a receiving agent. Passport service locations can be found online.
