Owns and operates the Capital Region Housing Corporation (CRHC), a nonprofit provider of affordable rental units for low- and moderate-income families, seniors, and people with disabilities. Also administers the Capital Regional Hospital District (CRHD), established to provide capital funding to improve healthcare facilities and equipment. Serves Central Saanich, Colwood, Esquimalt, Highlands, Langford, Metchosin, North Saanich, Oak Bay, Saanich, Sidney, Sooke, Victoria, and View Royal. Also serves as local government for the unincorporated electoral areas of Juan de Fuca, Southern Gulf Islands, and Salt Spring Island. Office hours are 8:30 am to 4:30 pm Monday to Friday.

Also handles dog licencing and cat identification tags for Colwood, Highlands, Langford, Metchosin, Sooke, View Royal, Juan de Fuca Electoral Area, Southern Gulf Islands, Salt Spring Island, and Songhees First Nation. Operates an animal shelter (5401 Pat Bay Highway, Victoria). Shelter hours are 9:30 am to 4:30 pm Monday to Saturday; viewing times are 1 pm to 4 pm Monday to Saturday. Bylaw and Animal Care Services office hours are 8:30 am to 4:30 pm Monday to Friday.
