Administers the Immigration and Citizenship Act and related regulations, provides for the admission of immigrants and non-immigrants to Canada, and conducts citizenship testing and ceremony events. Issues passports, visas, electronic travel authorizations (eTA), other travel documents, study permits, and work permits. Individuals who have legally changed their name can apply for a new citizenship certificate and citizenship card online. Indigenous people may change the name on their citizenship documents to reclaim their Indigenous name at no cost until May 30, 2026. Processes applications for Permanent Resident Cards (PR Cards), which are necessary for permanent residents (landed immigrants) returning to Canada. Provides federal income support to government-assisted refugees, and provides funding to support the delivery of orientation services to these refugees through the Resettlement Assistance Program (RAP).

In-person help is by appointment only. Once an application has been received, IRCC will contact the client to schedule an appointment if deemed necessary at Vancouver offices (1148 Hornby Street or 200-877 Expo Boulevard) or Surrey office (70-9900 King George Boulevard). Office hours are 8 am to 4 pm Monday to Friday.

A Refugee Protection Claimant Document (RPCD) confirms that an individual made a refugee claim (either eligible or not), or if the individual is eligible for health coverage under the Interim Federal Health Program (IFHP). Refugee claimants receive an RPCD when their claim is referred to the Immigration and Refugee Board of Canada (IRB). To replace an RPCD, individuals need to visit an IRCC office in-person in Vancouver (1148 Hornby Street or 200-877 Expo Boulevard) or Surrey (70-9900 King George Boulevard).

The online Application for Interim Federal Health Program Coverage form lets applicants apply for new coverage, extend their current IFHP coverage, or ask for confirmation of IFHP coverage if their original IFHP eligibility document has been lost, stolen or destroyed. Applicants waiting to extend their coverage must apply six weeks before their current eligibility period expires.

Coverage details:The benefits covered by the IFHP are limited and have prescribed maximum dollar amounts. For more details, visit the Summary of Coverage web page. Does not cover the cost of health-care services or products that a person may claim (even in part) under a public or private health insurance plan. Does not coordinate benefits with other insurance plans/programs so co-payments aren’t possible.

Program is delivered by Medavie Blue Cross, and they maintain a BC-wide service provider list of physicians, dentists, optometrists, midwives, pharmacies, etc who are registered with IFH; inclusion on this list does not mean that the provider is necessarily accepting new patients.

    Supports free language training in English and French for adult newcomers who are permanent residents or refugees.

    Supports free language training in English and French for adult newcomers who are permanent residents or refugees. French-language classes are called Cours de langue pour les immigrants au Canada (CLIC). Language classes funded by the federal government are offered in all provinces and territories and are delivered by community agencies. LINC classes are based on the Canadian Language Benchmarks (CLB). Newcomers must first visit a Language Assessment Centre to take a test and find out which level of language class is best for them. Language assessment centres refer newcomers to a local LINC class at the right level. Language assessment centres and other organizations that help newcomers are listed at www.cic.gc.ca/english/newcomers/map/services.

Receiving agents accept and review standard passport applications, collect fees, and forward application packages onto Passport Canada for processing. Receiving agents cannot process the following: urgent and express applications, requests for modifications, a child's application if only one of the parents is participating, requests involving a change of name (unless due to a change in relationship status), new applications where a passport is still valid for more than one year, or applications without a guarantor's signature, verbal or written documentation concerning lost/stolen/inaccessible/found passport, or applications for Certificate of Identity or Refugee travel documents for non-Canadians. Individuals who may be eligible include foreign nationals in Canada under a Family Class sponsorship who have left their sponsor due to abuse or have not yet left their sponsor due to fear of losing their immigration status. With the granting of a TRP, victims also receive health care benefits and trauma counselling, and are eligible to apply for a fee-exempt temporary work permit. IRCC Client Support Centre hours are 8 am to 4 pm daily.
