  Tuition-free English Language Learning (ELL) programs for Canadian Citizens, permanent residents, and refugees are offered at most public post-secondary institutions in British Columbia. Other costs may apply. Some students may be eligible for funding through the Adult Education Upgrading Grant.   Waives tuition and eligible fees for BC students who are current or former youth in care studying full- or part-time at the undergraduate level at a BC public post-secondary institution, the Native Education College, or one of the approved union-based trades training providers.

  Waives tuition and eligible fees for BC students who are current or former youth in care studying full- or part-time at the undergraduate level at a BC public post-secondary institution, the Native Education College, or one of the approved union-based trades training providers. To be eligible students must have been: adopted through the BC Ministry of Children and Family Development (MCFD) or Indigenous Child and Family Service Agency (ICFSA); or formerly in the BC Ministry of Social Development and Poverty Reduction Child in Home of Relative Program; or formerly in any BC MCFD or ICFSA Legal Status at the time they turn(ed) 19 or for at least 24 months (730 days, consecutive or accumulated in any combination).   In addition, students who meet the eligibility criteria for the Provincial Tuition Waiver Program and are enrolled in a program or course that leads or will lead to a credential at the undergraduate level, may also be eligible for an annual Learning for Future Grant of $3,500 to assist with additional education related costs that are not covered by the Provincial Tuition Waiver Program (eg, textbooks, computers, supplies, etc).   Helps eligible students with the cost of their post-secondary education through loans, grants, scholarships, and other programs. Also offers programs for borrowers who needs help repaying loans. Offers a variety of financial assistance services for students with disabilities, students with dependents, Indigenous students, and low-income individuals. The Adult Upgrading Grant supports students enrolled in skills upgrading or education training courses including adult basic education, adult special education, and English as a second language. Website provides information about planning a career, exploring funding options, applications, loan maintenance, repayment, and debt management. The program is needs-based; call for eligibility requirements. Hours are 9 am to 4 pm Monday to Friday. Automated phone system provides loan status updates and recorded information 24 hours per day.
