  Provides subsidies and operational support for quality low-cost child care at licensed child care facilities in communities across BC. Child care is for infants/toddlers under 36 months and children ages three to school-age. Families pay no more than $200 a month per child for full-time enrollment during regular business hours, regardless of care type. For some low-income families, child care could be free. The Affordable Child Care Benefit (listed independently) may further reduce these fees for eligible families. See website for a list of approved child care facilities. Individual facilities must be contacted for enrollment. Child Care Service Centre hours are 8:30 am to 4:30 pm Monday to Friday. Funded by the Early Learning and Child Care Agreement between Government of Canada and Government of BC.

Also serves youth found not criminally responsible by reason of a mental disorder or unfit to stand trial. Educational and recreational services are provided to youth in residential care. The Response Program assists communities in providing care for youth through the development of a community care plan and subsequent consultation and respite. Referrals must be routed through local child and youth mental health offices. Also provides training, supervision, and support to leaders of Connect Parent Groups, which offer attachment-based parenting training for parents of youth with behaviour problems.

The $600 monthly rent supplement is provided for up to two years to individuals who are renting in the private rental market in BC. Eligibility criteria include spending 23 cumulative months in any care status between the ages of 12 to 19, having been adopted/had their custody permanently transferred to someone other than their parent between the ages of 12 and 19, or being eligible for the Agreements with Young Adults program. 50% of the rent supplements are available to Indigenous individuals. Applications are accepted over a two-week period twice per year (typically in February and September).

To be eligible, youth must be motivated to address their homelessness or other significant adverse conditions such as severe substance abuse or mental health condition. Program provides financial assistance for a place to live, as well as access to services and support to help youth gain independence, return to school and/or gain work experience and life skills, and deal with concerns such as mental health and addiction issues. Aims to protect the rights of youth to be healthy and independent, to receive guidance and support, and to be protected from abuse, neglect, and harm. Program is accessed through local MCFD offices.
